Remove saga feature flag and old non-saga code path

After sagas have shipped enabled-by-default for at least one release with no escape-hatch flips or reported badness:

1. Remove the feature flag and old non-saga code paths for sandbox creation and builds
2. Clean up the dual-path transition scaffolding

Deliberately deferred from MIR-953 so users had a fallback for a release.
