Can Register a Cluster That Is Already Registered in Cloud Auth

Users can register a cluster that has already been added to the organization.

Runtime will still create a registration entity with a URL that leads to Cloud Auth, but it will error out when the user tries to approve the cluster.

Then the runtime registration will wait indefinitely for approval, and the registration entity will be stuck on 'pending' status unless manually changed.
